Did ICE train Arpaio's goons so they could hold American citizens, without informing ICE that they're doing so? Don't think so. Even those opposed to illegal immigration should be incensed by this latest, flagrant, and likely criminal abuse of power by the MCSO.

ICE should immediately move to suspend the 287G status of Arpaio's deputies. Under Nickel Bag Joe's regime, the MCSO cannot be trusted to perform its local duties professionally, much less execute federal laws without malice or bias.

$43.4 MIL & COUNTING

Whatever Israel Correa's inevitable civil rights claim costs the county, we'll have to add it to the $43.4 million and counting in Maricopa County lawsuit payouts because of Sheriff Joe's medieval jail system.

That figure's up $2 million from the $41.4 million cited in our cover story last month, "Inhumanity Has a Price" (John Dickerson, December 20, another segment of "Target Practice"). The $2 mil was the county's settlement on a complaint brought by tort titan Mike Manning on behalf of the family of Brian Crenshaw, a 40-year-old, legally blind, mentally disabled man who died as a result of a severe beating sustained in MCSO custody.

Crenshaw was in jail for shoplifting. The MCSO knew he was mentally handicapped, his eyesight impaired. A doc at Correctional Health Services wrote an order stating Crenshaw was not to be housed in Tent City. He was housed there anyway.

Standing in a chow line one day, Crenshaw was approached by MCSO Officer Jimmy Martinez, who ordered Crenshaw to show his inmate ID card. Crenshaw didn't respond. A scuffle ensued. Crenshaw was placed in handcuffs, and led to a holding cell. Martinez later admitted in a deposition that Crenshaw was shoved into a metal table and wire mesh. Other officers joined in the assault, according to the complaint.

Crenshaw was held in solitary confinement for six days. He complained of being beaten by detention officers, of having severe wounds. When he was eventually moved to Maricopa County Medical Center, emergency room doctors discovered his neck and toes were broken. Crenshaw slipped into a coma from which he never awoke and died April 15, 2003. An independent autopsy determined the cause of death to be peritonitis and blood poisoning due to a perforated duodenum.

How did Crenshaw incur these injuries? Arpaio's hatchet man-esquire Jack MacIntyre says Crenshaw fell off his bunk.

"Even if you could come up with the notion that he broke his neck falling off a bunk, how do you fracture your toes, and scrape them?" asked Manning in response to MacIntyre's claim. "You don't scrape your toes by falling off a bunk. That's absurd."

Following the settlement, MacIntyre, one of Arpaio's several spokesmen, mouthed off to the Arizona Republic: "Government entities are always going to be targets, especially for these bogus civil-rights-type claims."

Pretty cocky crap from a lawyer-relegated-to-flack whose department had just lost to the tune of $2 freakin' mil. But neither Joe nor MacIntyre has to front the dough. We bill-bearers do, along with paying their salaries. The $2 mil falls under the county's $5 mil deductible for its liability insurance. Why so high? Because the sheriff's shoddily run gulags draw lawsuits like rats to rotten oranges.

Can someone tell MacIntyre to shut his pettifogging pie-hole? "Bogus" complaint?! MacIntyre's either a moron or he knows that he'd better keep his lips securely around Arpaio's withered pecker. Or else!

NUREMBERG REDUX?

The Taloned One loves how State Representative Russell Pearce is all excuses when he forwards neo-Nazi National Alliance e-mails to supporters, or is spotted arm-in-arm with swastika-worshippers like J.T. Ready. It's either, "I didn't read the e-mail," or, "I didn't know he was a white supremacist." But the proof, as they say, is in the puddinhead.

In person, Pearce strikes you as having the IQ of a horse's hoof. But he's extremely effective at instituting his one-note-Johnny anti-brown plan for Sand Land. Last year, it was employer sanctions. This year, AZ's doofus Dr. Evil is bolder, more twisted.

Pearce has already made known his intent to put a referendum on the November ballot that would prohibit hospitals from issuing birth certificates to children born of illegal parents. Never mind that the 14th Amendment to the Constitution clearly states: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."

Constitution, shmonstitution! Pearce the prejudiced pinhead has spoken!

Other Pearce-sponsored legislation in this session reveals a methodical goose-step toward the eradication of an entire class of individuals from AZ's population. The most dastardly is House Bill 2631, which amends marriage law to require that prospective brides and grooms provide both Social Security numbers and proof of citizenship before a marriage license is issued.

So, only Americans can wed Americans, in Russell-ville. (Inbreeding is optional.) What if your girlfriend's here on a student visa? Tough luck. How 'bout if your boyfriend has a green card? Better look for a citizen, sweetie. Preferably a white one.

The Bird would have to be tone deaf to history not to note a faint echo of Nazi Germany's Nuremberg laws. These instituted a blood test for citizenship, something ol' Russ would probably be down with. Like Pearce's proposals, the Nuremberg laws also dealt with nuptials, forbidding marriages "between Jews and citizens of German blood."

i think that sheriff arpaio is doing a fantastic job and i support him fully. i read about him before i moved to arizona and i was amazed at the way he takes care of everything. i will gladly vote him back into office and stand behind him all the way. my fiancee feels the very same way. WE LOVE SHERIFF JOE ARPAIO!!!!!

It continues to amaze those of us living in Baja Arizona rather than up in Joe's gulag how the normals up there cope. Now it appears that Joe's butt-buddy Russel has taken it upon himself to make the rest of the state a mirror image of his hero's copy of the Soviet Union. But that said, I would rather live here rather than on a continent spawned by murders and rapists. Your argument lacks good form and credibility.

First, you begin your argument by offering an opinion rather than stating fact; you are making a claim that Correa "deliberately sought to be arrested". Unless Correa admitted to this, you have no way to substantiate this. Thus, your claim is merely speculation. While it may indeed be true that Correa planned his arrest, a lack of proof in the first paragraph of your statement sets the tone for the rest of your proposal as opinion, rather than an evidence based proposal.

Your second paragraph is more of the same. You are claiming to know that the columnist is intentionally obscuring facts. How do you know this? Where is your substantiating proof. You would do better to resist the emotional urge to protest via visceral reactions and stick to fact; let your facts speak for themselves. Thus, if there were any merit to your argument within the main body of your proposal, an early opinion based approach has only succeeded in demonstrating to your readers that you rely on supposition rather than evidence to garner support for your position.

Your understanding of NAFTA is woeful. First, what you are really addressing is what is known as "offshoring" (sometimes referred to as "outsourcing"). In most cases of offshoring, American corporations have been the big winners. And in general, the American people, up until the recent economic down turn, (generated by the housing market downturn, which by the way, many economist blame on predatory lending practices), have greatly benefited from NAFTA. Not stated in your comments about NAFTA is that the trade between the USA, Canada and Mexico, flowed away from the USA; meaning that Mexico and Canada imported more USA made goods than the USA bought. True that some industries suffered. However, most American industries benefited from this trade inequity. Secondly, US owned companies have all but abandoned offshore Mexican manufacturers, in favor of China. China is now the leading manufacturer in the world and it dominates as the USA's offshore manufacturing partner. Additionally, offshoring of "services" industries has not moved to Mexico (or for that matter Canada), it has moved to India, where English is widely spoken. The next time you call your bank or credit card company, especially after hours, ask where you are calling, you'll probably get Delhi, India as your answer. Also, technical jobs are moving to India, where the pool of highly qualified, skilled, technical professionals, in the areas of engineering, etc, are willing to work for a lot less in wages.

Your lack of credible knowledge in the area of international trade, given your highly critical words about the Mexican government, lead me to ask you what your motivations are with respect to civil rights.

Are you more interested in justifying your disregard for civil rights, under the pretense of NAFTA and opinion, rather than knowledge of unlawful imprisonment? Are you seeking to espouse hatred toward Mexico and by proxy the Mexican immigrants and Mexican-American citizens of the USA?

I'm a proud American. My grandparents were from Mexico. My father was a ball turret gunner on a B-17 during World War II. Two of my cousins fought in the Korean War. And my brother lost his life fighting in Vietnam. I have a right to be here. I have olive skin, however, based on US law, this does not make me a suspect. Under U.S. law, there is no justification to imprison me under suspicion of being in the US illegally, based on the color of my skin, the shape of my eyes, the texture of my hair, the size of my nose, and the manner in which I turn a phrase, etc..

What we do know, is that Japanese Americans were interned during WWII, yet German Nationals, who were considered prisoners of war, and living in the US at that time, were allowed to go to restaurants and theatres along side White Americans - while in these same restaurants and theatres, African American servicemen were denied entry. These historical facts demonstrate a pattern of prejudice and inequities aimed at non-white Europeans. As a Native American, it would be nice if you made yourself aware of these sorts of inequities aimed at people of color, since it may indeed effect you and yours.

In the future, please present your arguments with well researched fact and less opinion.

Again and I will continue to state it over and over again, Corea deliberately sought to be arrested so he could exploit it for his own agenda. He also bragged about it because he felt he could rely on useful idiots like this columnist to not challenge him on it. This wasn't a matter of someone not being given a few minutes to locate their license, as well you know. He held back handing it over until after he had been taken in to custody. Given that he was already in the police station it is more than well apparent that he had it on him the entire time.

What this colunmist doesn't want you to consider is the fact that these games are intent on one purpose, destroying the very rights and freedoms that protect us from real abuses. Corea and those like him want to impose the same corrupt status quo that exists in countries like Mexico. Would someone who is truly concerned about poverty and other conditions south of the border be silent about them, refuse to be activists to demand change? Real activists in the '60s and '70s protested and shamed corrupt governments to raise wages and opportunities for those in Latin America and were at times successful.

The real facts include that NAFTA was co-written by the Mexican government. In exchange for taking the jobs that used to employ American citizens, Mexico had promised to raise wages and enact reforms like getting it's farmers to switch to growing produce which would make them successful. After getting what it wanted, the Mexican government just chose to ignore it's obligations. It's now a wealthy country, with a large thriving middle class and a housing boom. It could afford to raise wages and increase taxes on it's wealthy and middle classes to provide more opportunities, but as activists in Mexico have stated, Mexicans who enter the US illegally are the ones refusing to work to demand change. Even the president of the Banco de Mexico has said that as long as Mexicans leave the country, it only helps the government to avoid bringing about the needed reforms.

If the columnist here truly cared about poor Mexicans, he would be writing about that fact. Encouraging citizens to speak out and demand our government threaten to stop participating in NAFTA if the Mexican government doesn't honor it's obligation to it's people.

But of course, he prefers to think and act like he's still in junior high. Perhaps that's all he's capable of mentally? Perhaps he is one of those who lines his pocket off of what is slavery and likes to put out a false front of Mr. Alternative Media.

I am glad that Joe Arpaio is serious about the illegal immigration. I have no sympathy for Israel Correa. Having no I.D or valid driver's license, that is very baffling to the mind why he didn�t have any proof of citizenship. In the U.S there are too many I.D thefts, so to be question if your illegal and you don�t have valid I.D is not a problem with me. I called the Sand Man at one point and asked if they were planning on apprehending U.S. citizens with brown skin. Illegal detention of an American citizen, based on physical appearance should be concerning to you. What is more troubling is the ostensible contempt you demonstrate for Mexican immigrants. Keep in mind that Latinos carry tremendous voting power, especially in the southwest; clearly they wield much more political prowess than that of so-called Native Americans, and this power is growing everyday. Also, remember that Native Americans need Latinos for state legislation changes that benefit the Native American community as a whole, etc.. I would like to comment on James Tingle of PHX response on the Israel Story. I would like to say that my ancestory dates back past 1845 when the US brought the "Lone Star State" into the US. My grandfather was born in Texas in 1913 his mother and his grandmother and great-grandmother all were decendents of Texas. I look Hispanic. Which by the way could mean I am from Spain, Guatamala, Venazuela, or many other numerous Hispanic countries that Caucasians choose to group together!! I choose to say I am an American. My family fought in the Mexican War for America. They fought in WWI and WWII. So before anyone makes such and ignorant blanket statement as to say that ALL "Mexican" looking people should be detained until proven American is saying Americans should be stripped from their rights that WE so proudly fought for in many wars. My citizenship supersedes most Americans. I did not come over on the Nina, Pinta or Santa Maria. Correa is a U.S. Citizen. That's all you need to know that it is racial profiling to place an "ICE hold" on him. Carrying a gun is legal here in Arizona, so that's no excuse. Arresting someone because the couldn't find their driver's license fast enough is an obscene travesty of justice. I wonder how many white people in Scottsdale or Paradise Valley have been hauled downtown because they couldn't find their driver's license late at night, in the freaking dark, while a cop is tapping his toes waiting for them to hurry up? Probably not too many. What exactly is the statute that states the maximum amount of time that can pass before you're arrested? There is zero justification for this and I personally hope he sues the bejesus out the MCSO.

So what if he has complained before. That's called Free Speech, and I, for one, support his right to complain as much and as often as possible about Arpaio. Lord knows he deserves it.

After standing in the voting lines yesterday and listening to my fellow Americans moan and complain about the long lines and then reading everyone's comments regarding this article I can intensely attest to how grateful I am to being born an American citizen. However, I feel as though this gratitude has been lost from many Americans but is felt by most immigrants. I strongly agree with protecting our borders.. from ANY illegal crossing. Nevertheless, it seems that many who support strong border protection (such as myself) disregard those who have been born here or have been here since they were small children and know no other way than the American way. Individuals who speak English, majority of whom have never had trouble with the law, and hold steady jobs. Individuals whose taxes are going to not only the illegal�s taking advantage of the system but the Americans taking advantage of the system as well. Yes, system reform is REQUIRED. Our great country was founded on certain standards that, although many try to argue, do not require changing with the times, as they are timeless testaments of how this country needs to be run. Unfortunately for us, these testaments are unknown by most of our political leaders on every level. They run office based on their opinion rather than the Constitutional ground this Government was created from. In trying to stay in order with this article...1. Everyone knows that when they drive they are required to provide proof of id, ins, registration. However, any person who states that they have NEVER driven without their id (forgot it in your other purse, didn't transfer it from old to new wallet, etc..)or have never driven w/out proof of ins (new ins card is still sitting waiting to be opened on your dining room table) is being absurd. If I was ever pulled over and detained bec I didn't provide proof fast enough I would feel as if my civil rights had been violated, bec I am an American. 2. The majority of people behind bars did not have adequate representation and should not be behind bars; again this is a system that needs fixing. Regardless, unless the prisoner or detainee is being volatile there is no reason for a correctional officer/ police officer to use vicious force. 3. Birth Certificate and Marriage License. Bills/Reforms should not be allowed on the ballot when they are in contradiction to our Constitution. Bec I am a born and raised American with an American attitude, I will strongly say, "I can marry whomever I damn well please." And we have this attitude bec we have the freedom of choice in every aspect of our lives and no one has the right to take that away from us. 4. Before we spend all this money on locating, detaining, and kicking everyone out of our country. Let's strong hold our borders. Deport the illegal immigrants that are currently in the prison systems. Also note that we are not helping out our economy by fining small business and self employed persons out of business. Viable solutions are needed. 5. By cross training our policemen and women to do handle every situation under the moon, we are making them a jack-of-all-trades and a specialty in none. They are here to protect and serve. They are not the border patrol. Not saying that the border patrol should not expand its roles but this should be left to that department. Having the P.D try to take the responsibilities of the B.P is like your homeowners insurance trying to process your medical claim.. may get down but not efficiently or correctly.

It is clear that this article was written out of spite for Sheriff Joe Arpaio. I know of the history between Sheriff Joe and this paper and this seems like a spite article. Granted, it is messed up that they are allegedly racially profiling people, but the police officer had every right to arrest the man for failing to provide a license, when requested. The media is supposed to be unbiased, but we don't live in an ideal world.

Oh boy we got ourselves quite the debate here. Well I would like to say, I was raised in Maryvale by my German father and my Mexican mother. I am educated in the Phoenix Union School District and Maricopa Community College(s) so I know a few things about this county. Also I work in law so I like to think am not an idiot when it comes to right and wrong.I really dislike Sheriff Joe, for many reasons I will not expect everyone to understand, one reason is the continuous belittling of citizens who have NEVER been found guilty of a crime, but because they find him to be a tyrant, a very cruel tyrant so they do not agree with his tactics. Last I check you were entitled to your opinion but the sheriff actually thinks he can arrest you for not agreeing with him, and yet he wants respect for what he calls a "job well done". This is the kind of man you want protecting your families, you want a man who will graciously tell you to your face and in front of your children that your beliefs are based on ignorance and stupidity because you�re not well educated, what business is that of him? Wow if this is the type of guy you believe in, I can only imagine what kind of winning personality you have.. I am not saying the sheriff needs to be everyone's pal, but have respect for the citizens who pay his bills and all those pay outs because he can not control his hooligan officers. Wow saying that out loud really puts in perspective how Sheriff Joe can not control his employees, if you can't put in check MCSO then why should the people of Maricopa listen to him?

I hope ICE revokes any authority they give to Media Whore Joe when they see he abuses it.I don't know why he wanted to get into the federal realm of immigration law enforcement when he is going over his budget and can't even do the basic task of transporting prisoners. I think a competent sheriff would look harder at priorities. A media whore, which is what we have, would just do what it took to get in the paper.

BTW, your threats of civil litigation are a joke, no one is shaking in terror, also I would rather my tax dollars be spent on enforcing the law, than on subsidizing illegals. Grow up and get over it. Correa did tell the deputy he had a gun as soon as he was pulled over. Maybe Mr. Lemons could post the full arrest report, because I happen to know it's in there. People carry guns all the time in this city. Know why? Because it's legal. The police cannot arrest someone just for having a gun. Correa's cop ran the serial number on the gat, and found that there was no crime associated with it. Correa needs to sue the shit out of the County. He will win. Or get a settlement. And you'd do exactly the same thing if it was you.

As for the license, Correa didn't turn it over immediately because he couldn't find it in his car. Once he located it and handed it over the cop told him it was too late and that he was already under arrest.

Sugestion for Mr. Correia. If you ever get pulled over again, immediately produce your driver's license, your proof of insurance and let the officer know immediately that you have a weapon.Failure on your part to do so will more than likely produce the same results that this incident produced.Take responsibility, walk away from this and mind your arroz y frijoles, ese'!!

Once again the Joker supporters and the blind sheeple are clueless to what happened here. No matter what the facts of the arrest were, THIS WAS A US CITIZEN WHO WAS ILLEGALY DETAINED AND HAD AN ICE HOLD PLACED ON HIM, IN VIOLATION OF US LAW AND THE 287G AGREEMENT.

What happened to respecting the laws of a society? This doesn't have anything to do with immigration.(Although lately everything all of a sudden is an immigration thing, huh?) Well, they guy reputedly refused to provide his license, registration and insurance when requested by the officer, and then had a handgun and $2,000 in cash (says him)... that would get most white people put in a cell for further investigation.

They will tell you everyone lies except Arpaio and them. Then when this doesn’t work, they will try and tell you that everyone that doesn’t support Arpaio is a criminal or an ex-disgruntled employee. However, when they are challenged to show what is being reported isn't the truth, they will never provide anything that backs up anything they had to say, but they will change the subject and then slide back under the rock they slithered out from to begin with. Israel Correa admitted deliberately pretending he didn't have a license or ID on him, he did so, as he has done in the past, to get arrested so he could later cry foul, again as he's done in the past against Sheriff Arpaio. Correa is an illegal alien "activist" who goes out of his way to slander and smear, attempt to set up the sheriff's department because he can not debate honestly on the facts.

I'm a liberal democrat, and I'm Native American, I support Sheriff Arpaio and believe this country needs more in law enforcement like him across the country. Now, the PNT can attempt to spin Correa's hateful screed, but it doesn't change the facts of the matter, nor do they change the opinion of the majority of Arizonans or Americans on the subject of wanting our borders secured, and our laws enforced. We want our government to go after employers of illegals, we want our rights and protections respected.

If the PNT cares so much about people south of the border, then it should start targeting and attacking the corrupt, very wealthy governments of Mexico and other Latin American countries who are the ones keeping wages low, and refusing to raise taxes on their wealthiest to provide more opportunities for their own people. In all seriousness, for a newspaper that makes such a big pretense of caring about the "human rights" of illegal aliens, it is more than well apparent that it doesn't care about the human or civil rights of the poorest American citizens. In short, we all know you exploit the issue because you seek to profit from it. It's no wonder the people do not trust the media.
