Janet Napolitano’s Sorry Service in Arizona Makes Her a Terrible Choice for Homeland Security Secretary

Consorting with anti-immigrant enforcers, indulging rank opportunism, and adhering to failed policies seem an unlikely recipe for change we can believe in. And yet this very cocktail of mediocrity — stirred by an early endorsement of Barack Obama — has thrust Arizona Governor Janet Napolitano into the heady midst of Washington's inaugural speculation.

She finds herself on the president-elect's short list for a cabinet seat, as well as on Saturday Night Live's hot seat for parody.

The governor captured the front page of American journalism this month with the announcement that she is the frontrunner to take over the Department of Homeland Security. Napolitano must protect this nation's borders and ensure our safety from terrorism and natural disasters while overseeing billions of dollars in contracts in service of theses goals.

Janet Napolitano has considerable experience failing at administrative oversight.

But it is her role in securing Arizona's frontiers that bears scrutiny.

Confronted with a border state's unavoidable immigration challenges, Napolitano defended the citizenry with a devil's pitchfork. Her multi-pronged strategy: embrace the nation's most regressive legislation; empower a notorious sheriff using cynical political calculations; employ boots on the ground.

And yet she remains beloved by Democratic apologists. Those who cling to Napolitano point out that the alternative to her tepid, and occasionally disgraceful, leadership would be a Republican. That sends her partisan supporters to the fainting couch.

Her faithful base, supine with the vapors, is in no position to consider the record.

Here, quite simply, is the situation.

According to September's GAO report, Homeland Security squandered $15 billion in the past five years on contracts that failed, fell behind schedule, or were over budget. From Katrina to airport security, federal money grew on stunted trees.

And there is little reason to believe this is the sort of mess Napolitano can untangle.

In Arizona, the Department of Transportation, which Napolitano oversaw, bungled billions, the largest contracts in the state's history, by hiring firms embedded with the state agency's former employees and cronies. The ballot proposition that made all this possible was financed, of course, by the very corporations that stood to benefit. The glaring favoritism in the roadway contracts precipitated expensive litigation ("Friends at Work," Sarah Fenske, June 1, 2006).

Furthermore, Homeland Security, like every government agency, is under acute budgetary pressures having little to do with malfeasance.

Facing similar revenue shortfalls in Arizona, Napolitano ducked hard choices, refused to tighten the state's belt and opted for accounting gimmicks: highway radar to raise funds with increased ticketing of motorists; future lottery money diverted to current funding gaps.

Mere corruption, greed, and the cupidity of boondoggle bookkeeping in hard times — these are simple things to understand, if not sanction, within a state government.

But when the Valley of the Sun was in crisis, when the community was torn apart by the worst human-rights tragedy in the state's history, the central villain owed his political power to Janet Napolitano.

And when Arizona became the epicenter of anti-immigrant fever, when armed militiamen patrolled our southern flank with Mexico, our governor followed the advice of a notorious outlier congressman, an anti-immigration foghorn of despair.

She militarized the border.


The mere suggestion of work visas or a reasonable path to citizenship for the 12 million Mexicans living in America burned both President George W. Bush and John McCain in the wildfires of anti-immigrant populism before the election.

Immigration was the only major issue facing this nation that was studiously avoided by the candidates in the presidential campaign. The future of this hot-button issue is, at best, murky.

In Arizona, Governor Napolitano fed — and fed upon — the anti-immigrant fever that rages in our state. Though Napolitano's reputation is that of a modest progressive, her true profile is that of a pragmatist who is willing — in fact, is adept — at riding political currents.

She has signed several pieces of legislation that have criminalized that most human desire: the need to work and feed one's family.

This remarkable definition of lawbreaking behavior has created an era in Arizona that is the equivalent of a new Prohibition. Once, teetotalers, the temperance movement, and the anti-saloon league drove us into the Noble Experiment and the hands of mobsters. Today, those who migrate here seeking work, like those who once sought drink, are increasingly in the grip of organized crime.

"As the border gets tighter and tighter, it requires more professional smuggling operations," said Jennifer Allen of the Border Action Network. "It makes everyone more desperate to ensure that the cargo gets across."

Governor Napolitano took a page from the anti-immigrant playbook and deployed the National Guard to the state's border with Mexico.

"Cartels fight for corridors, violence increases as they move contraband across the border. We've seen increased violence with the militarization," observed Allen.

And that violence has moved north away from the borders and into our cities.

There is little argument that Governor Napolitano was an accomplice.

She signed a piece of legislative mischief in 2005 known as the anti-smuggling statute. Designed to further criminalize organized smuggling, the law was redundant, and she was counseled not to lend her support.

    Illegal aliens are diluting your tax dollars. Additional students in schools increase class sizes who would otherwise remain in their "own" country. Medical services are used on non citizens. All of this money could be better spent on "legal citizens." Shop lifting might as well be legalized, because our public services are definitely being stolen out of the hands of the people who fund them.

    The Governor has done a fantastic job. She got raises for CPS caseworkers, which was vital (I was a CPS worker when that occurred and was making $25k/yr before she took office). She opposes illegal immigration, as do I (in my view, if I have to pay taxes, so does everyone else). She's steered Arizona through tough times with very little controversy or scandal (unlike Republicans). I wish we had more like her!

You cant take care of your own back yard , you have no business going to Washington.     One of Napolitano's other short-comings is the failure to protect the elderly/incapacitated in the State of Arizona. Even with evidence of wrong-doings, she did nothing to investigate the malfeasance of persons in charge of the 'ward of the court'. I guess she was afraid she might offend some of her cronies.

    Due to her lack of belief primarily of border security, rather than "boots on the ground" methods, also wonder what the AIDs of the 21st Century might be? This is about protecting Americans lives and property, and Napolitano was absymal at it......and Sheriff Joe exploited her weakness to effectively do her job. Suing the feds for the needed funds for an environmentally friendly border fence would have saved some of those illegals lives too, but she took the low road for her career, and not what was her duty and obligation to do for Arizonans, including lawful Mexican-Americans especially, who have, and continue to be, adversely affected.

    Michael, I love you, but you are wrong about Janet. She has tried very hard to help education, to help health care, and to help diversify the economy. There's very little she can do given the total kookocracy (to use Jon Talton's phrase) that is the Arizona legislature. As far as immigration policy is concerned, she got conflicting input: the border towns felt overwhelmed by crime from illegal immigration while the urbanistas relied on it. And Arpaijo is unstoppable because he is completely beyond the law. Do I think Arizona is a great state to live in? Are you kidding? I gave it my life and it gives back nothing.     As a 45 year former Arizonan, who suffered an attempted auto theft and identity theft prior to leaving recently, who has watched this issue snowball now for over 30 years, Napolitano is an illegal immigrant sympathizer, as is McCain and Kyl, all for differing reasons, of course. McCain and Kyl for their corporate backers, Napolitano for her "party" platform and votes....also she is a member of the Council on Foreign Relations as McCain, Bush I and II, the Clintons, Richardson, Geither, Volker, Obama, and Biden are. There is an agenda here, folks, a global agenda. Border security is the federal government's main duty and function. We have had a way to secure those borders for decades with a environmentally friendly lazer light technology with sensors. It is the border hoppers who are most of the criminal element, the auto thieves, drug cartel members, gang members, and identity thieves...Arizona and the Phoenix/Tucson areas are now #1 in all the major property crimes in the nation. The negatives to Arizona and Arizonans far outweigh the positives, except for the corporate interests that are exploiting these individuals and, of course, the Sheriff's office whose ever expanding tent city now is housing most of Arizona's population due to those over the top DUI laws, and his enforcement methods. Solving the problem. 1. Get the damn border fencing done, and done immediately to stop the flow of the criminal element. 2. Reconfigure DPS as a state border patrol instead of placing "police state" road blocks on the highways to catch the social drinking crowds on holiday weekends. A state has the right to patrol it's own borders first and foremost. 3. Once the flow has been reduced, then and only then should an "attrition" method for the criminal element remaining, and an "earned citizenship" requiring learning English, paying fines, and keeping noses clean for at least five full years before permanent citizenship is granted. Until then, conditional citizenship only. Employers should be made to pay fees for the use of "conditional" citizens to cover a least a portion of their emergency room or clnic medical costs until citizenship is achieved. Two of those 9/11 pilots trained in Scottsdale while Janet Napolitano was AG, and one lived in Tucson for over two years. Common defense and securing our borders are the primary job of the feds. The Iraqi war vets now are unemployed who are returning from the rebuilding of Iraq, and finding that their jobs have been insourced to the illegals in Arizona. Due to proximity alone, Mexican-American citizens can visit their family members more often and at less cost than our forefathers could theirs in Europe. Even those admitted into Ellis Island, there were at that time quarantines in effect. I wonder if AIDS would have even reached our shores if we had had better security and immigration procedures back in the 80's. I wonder what the AIDS of the 21st Century will be, since Congress seems now more interested in facilitating commerce, than doing their primary function, providing for the common defense in security our borders. Those that defend the rights of foreigners over the rights of their countrymen and the property and other crimes being committed against your neighbor by the criminal element pouring also over those borders, my question is this - are you Americans, actually, at all, or is your first loyalty to your "other" country? Or rather the new political party of Bush/McCain/Obama, et al, "globalists?"

We have a border and those who cross it illegally deserve to be shot on site for invasion, no matter what the situation in their Mother country or their personal problems. Screw this mambypamby milqtoast approach - put the military on the border and shot to kill. Give the illegals 72 hours to high tail it to the border and we won't arrest you if you go where you came from. If you don't well put a bounty on your head - dead or alive. That would send a message that we mean business. Obama will screw this up, just like everything else he touches.......you'll be begging for Republicans after 4 years of this socialist-urd.

What I don't understand is why Arizona continues to flush money down the toilet for the dog racing industry. Talk about state sanctioned abuse. According to the racing audit report, Arizona promotes and encourages the breeding of greyhounds and rewards the breeders with over one million dollars in breeding awards. Don�t get me wrong, I can�t stand Jan-o, and I think, like you, that she has done a horrible job as governor. Sheriff Joe is not a pleasant man either. But he�s the only person who�s done anything to make the people of Arizona safer against crimes by illegals, so I don�t feel you can compare him to a villain.     Michael, Excellent article! I remember the early days of Napolitano's reign well; I was on the Chandler City Council during the infamous 1997 "round-up". I am still appalled by the lack of guts or anything that remotely resembled initiative by Napolitano in her role as the US Attorney. She failed to perform her most basic duty; to uphold her oath of office ... "to protect and defend the Constitution of the United States". Her "failure" or silence, obviously was part of a larger more complicated political ruse that hasn't played itself out yet. Interesting about those I served w/ on that council. Their MO was also to remain silent, (perhaps taking the future gov's lead), circle the wagons and hire an expensive law firm to fight (translated into a reasonable settlement w/o admitting guilt) any allegations of impropriety. Fast forward The former mayor is now serving his final 2 yr term as a state senator The former vice mayor retired along w/ her husband, the former Chandler chief of police, who initiated the round-up The current mayor, was one of the council members who was silent; a divorce attorney by practice The soon to be retired speaker pro tem of the state legislature, became vice mayor; also part of the silent majority Then second term councilmember, recently re-elected to a 4th term, not so silent; yet not so proactive Councilmember number 6, very sympathetic (to the point of crocodile tears) largely silent, retired after 2 terms Council member 7 (yours truly), thrashed by the anti-immigration crowd. Retained separate legal council once it was evident that my council colleagues and the city bureaucrats would not be forthcoming w/ the truth and circled the wagons. The majority of my final year in office was spent in Bosnia-Herzegovina and Kosovo. Re-elected in 2004. The city now sponsors a Mariachi festival, Chihuahua dog races, a Cesar Chavez day and a multi-cultural festival; nice sentimental touch. However, I personally would trade it all in for a day that embraces the Constitution of the United States. Ironically, this trade might not be perceived as sensitive or pc. The argument that I put forth then had very little to do w/ immigration and everything to do w/ the Constitution rights of Americans that were stopped w/ no probable cause. Perhaps this small detail can be over looked in times of "crisis". I will again complete the last year of my second council term on active duty; in western al Anbar province ...     set up speed cameras to build revenue. as she cannot balance her budget. before you say "dont speed" read soem of the articles on speeders . speed limit is 65 then in one sec changes to 55 so the cameral snaps. there are so many varibles and taken away our rights other towns have gotten rid of them. will someone take it upon themselves to list what has she done?????? other than speed cameras,which are causing more accidents , like she cares . I saw her greeting the little school children coming off the busses while nurses marched around the capitol, she did not go and meet them. i woudnt want my kid around her.

    the picture is right on! although I dont think she belongs with the big boys, hasnt filled her big girl panties yet. What HAS she doen for this state? someone please make a list. I am still scratching my head. The US has enough problems than to give her a job their to screw things up. She couldnt balance the states budget so give her bigger authority??

    shame on her for turning her back when justice could have been served on the sheriff, before more blood shed in the jails. shame on her for turning her back on the women in the mormon towns. What has she done for AZ. ?? Where is all the money? One of the fastest growing states in the nation. Building permits, new tax money, sales tax revenue, the football stadium. With the huge number of people moved here the income from that alone and now Az is broke? And all she can do is give everyone speeding tickets to make up the deficit. (for our safety haha) Seems like the only thing she does is feather her own nest. She needs to cut her salary and draw unemployment. You cant take care of your own back yard , you have no business going to Washington. Who paid for all the phone calls for the staff I received for Obama? so she could get him elected and she would go with him to Washington. She only cares about herself. get rid of another corupt Arizonian. She has to power to right a lot of things. Dont count on it. Thank you so much for researching this information and dont let people forget. We owe it to the ones who were beaten to death that cant speak for themselves.

    I see no problem with Michael's article, except he should have the journalistic integrity to clearly label it "EDITORIAL". That way everyone knows it is a biased piece and then people can decide whether to pay attention to it or not. I myself think opinions are like a**holes, everyone's got one and they all stink. So I don't care for Mr. Lacey's opinion, and I'm sure neither does the President-elect, so it's really a waste of time.

    The author and most of the commentators to this article are just a bunch of hilbilly racists who truly care nothing about immigration and border issues in Arizona. Our govenor has done an outstanding job and am thrilled she has been picked by president-elect Obama. Unfortunately, Napolitano was the only thing progressive going for Arizona & she will be missed. Let's just brace ourselves in the meantime for more opression and backwards thinking that will only serve the rich and powerful here in Arizona once Napolitano's successor takes office. It will be a LONG couple of years.

    Do you guys really think Mexican cartels should be able to traffic illegal aliens, cocaine, heroin, xstacy, crystal meth and marijuana across the southern border with impunity? I have no problem with marijuana, and think it should be legalized, but I see cocaine, heroin, extasy, crystal meth and illegal aliens as detrimental to the mental, physical, social and financial health of our country and people, and think their importation should be prohibited. What do you guys think?

    Mr. Lacey you have done an outstanding public service in exposing the truth of what is going on in Arizona. Quite simply -- Arizona is a mass industrial prison complex, overzealous law enforcement with no respect for Constitutional Rights and now clearly identified -- a mass industrial military complex and mounting war zone. Arizona officials should not be controlling anything at the Federal level when the nation obviously voted for much needed change regardless of what political favors are owed. Arizona is not about change but more about the McCarthy era that never left. Mr. Lacey's article hit the nail on the head.
