How sick and twisted is that- they put a mentally ill man in with a convicted sicko- to have him killed- this is just another sad story of a mentally ill person who needed to be on meds and get the proper treatment, but instead the law enforcement reacted wrong and instead of sending him to hospital to get treatment just made it worse- I wish more people are educated on the mentally ill and get them the help they need and help them see it through-

He has been in an out and says lewis is the wrost for stupidity/ this guy should of been put in Rincon whitch is a med mental facility. But you no DOC doesnt not care about inmates they care bout the money and to them it is a meat market and who cares what happen to any man or women in there, that is how it is I have been around the system for many many years and it truly sucks they just dont care about the men and women in side. I spent 6 years in state prison. I have also spent time in that very same iso unit. I was on that yard the time of that murder, and just a couple months earlier was in those iso cells. It does not surprise me this happened, and of all the complexes I was at (tuscon & florence) the others by far lewis has the most rogue officers. Most are very immature & I could see it like it was yesterday an officer laughing at a request like Mr palmers. I was convicted of forgery and was celled in iso cells a number of times with murders or other violent offenders. One of my last cellies who assaulted me was on a minoimum security yard covicted of 2 2nd dgree murders & an aggravated assault. Mark Colborn 073668. Great Idea and you are so right that is ADOC's insight on treatment of the mentally-ill within their own system all the way to the top even psychiatrists treating these individuals do not care the whole system needs to be changed begining at the top an agency is as good as who is at the top just remember when Andrew Thomas was in office all he wanted was conviction at any cost!!! It is time for a new reign; one of honesty, respect for human life; after all we do live in the UNITED STATES OF AMERICA ; Remember this Sept 11, will mark the ten year anniversary date of 9-11 our country's most horrific tragedy; such a display total disregard fior human life an act of inhumanity by the world's most sadistic human being. I was so proud to be an american when our whole country came together to help thiose who lost loved ones. But today here we are ten years later in Arizona and we have such acts of inhumanity here within the ADOC with the treatment of the mentally-ill!!! Although your post is related to 9 11 responders the elements of stress, anxiety, and mood disorders described have been seen personally by me and many others [although they will deny publicly] who have worked the jails and prisons, the relevance is important. I think you have a pulse on why correctional officers act the way they do and why critical incidents occur because of the environmental influences of the evil culture that exists inside prisons, hospitals, elder communities, government offices, private organizations and in general, in our society. The core of the distortion comes from those who may have “Marginalized human beings” and justified their deaths as a normal way of life inside the prisons giving up any hopes of fair treatment, humane and respectful supervision and proper custodial responsibility exercises for those targeted as victims of their anger, their wrath, their mistrust and their opinion of self-worth in society.
Focusing on this phrase there is a significant message hidden that is an absolute factor of the prison culture and its customs and traditions – it could be summarized with an attitude of “them versus us”; typical of the tools of intimidation and self-preservation. This ideology is brought down from the top in the creation, infusion and injection of a hate message that is realistically echoed inside every prison or jail that prisoners, especially those that are mentally ill are worthless and nobody will miss them because they are crazy. The justification of feeling the way they do comes from the morality crawling inside our society, the administration’s repudiation to address negative cultural impact, the development of staff personnel by training staff orientating new personnel that inmates are maggots and the lowest form of human life, the mentors who reinforce this doctrine, the role models who deliberately steer others away from correct policies and procedures showing them radical shortcuts, and their peers making the practice of deliberate indifference, withholding food, mail, property or other personal items allowed by policy to control behaviors, inflict physical or mental torture to show control and power, violate civil right laws by acting in deliberate indifference, discriminatory and, selective enforcement of policies and setting new norms to operate under altered conditions according polices.
This culture, customs and traditions created a most realistic malevolent violent environment with fears of not complying to the dominant ruling mindsethe established by the administration and mid level managers and follow negative practices to avoid being ostracized, disciplined or even physically harmed if they do not conform to this practice by those who participate in it statewide and carried into the prisons by the social encouragements of our regional civilization.
Thus @ restitutiontouscitizensfirst, I agree with you this problem exist at the core of our society fueled by hate, racism, stigmas and misunderstandings of human needs and endorsed by those in power in the prison, locally, regionally and nationally. You post is most relevant.

This is not a fantastic article - it is just one of many - check youtube too. This is trickle down immorality and bullying by the government. The choice of our government to marginalize 911 First Responders who are dead and dying from their exposure, calling them "mentally ill" and how convenient there are not studies to prove correlation between their exposure and their current illnesses that are killing them.
The treatment of 911 First Responders is just one very clear examples of our predatory government and their corporate colluders creating unfavorable environment for humanity period. How do you think that police and firefighters in Phoenix feel and how will they respond if we have a 911 type event here? They know that in reality no-one has their back. How about the demoralization of police and fire across the nation, knowing how the 911 First Responders have been cared for, and now not even allowed to go to their own memorial service?!?! Then these idiot talking heads attacking benefits of police and firefighters as excessive and unaffordable? No, it is not unaffordable, they simply do not want human beings anymore. The talking heads are sold out corporate shills demoralizing everybody and sowing fear and hatred. Once people can no longer afford life itself they will carry on marginalizing us as losers and the genocide will be completed.

And it must be done within the time period allotted because all these things are cause for possible loss of job and that is what most of us are reduced to in our moment to moment decisions and that is exactly where our oppressors wish us to be mentally and emotionally - pure slavery without the name because then you can be held legally responsible, not the system that created you or forced you and liability is once again evaded by the creators of the misery. Ditto CO's with not enough resources including even other CO's at their disposal. Humans are no longer wanted - or needed - I present as proof the economic recovery that produced no jobs.
I still wish police and fire nationwide would go AWOL on 9/11/11 in solidarity with the First Responders of NYC and to stand strong for their own benefits and compensation for their work and to stand strong for all of us and our humanity. (Even if it is only for part of a shift.) We the people of this nation need to stand together and support each other in recognition of who is the enemy. If the fire and police and CO's want to march I will join them. When and where.

It is my ultimate hope and prayer by God Almighty that those who still have a heart, a good faith effort in their job, a hope of change in their mind and the stamina to travel the journey, will express their feelings and show that these mentally ill persons need to be house in a treatment environment, treated with dignity and medicated to allow coping skills to endure their time sentenced. I Pray Correctional Officers find the strength to say what they need to say and do it with the honor they swore to when they became officers. I remember my oath and I never forgot who I serve.. the state and the agency not the individuals that run the place.. Loyalty is a good thing but not if it compromises security, safety, staff wellness or those you are accepting custodial responsibility for while on duty.

You are all doing a great public service that will NOT be forgotten. The murder of Shannon Palmer does not surprise anyone having followed the death/murder of Marcia Powell left in an outdoor cage on a cement slab in extreme heat for over 4 hours. She had no family to be there for her and the "system" knew it. She was a prospect for this broken, sick system. But she to will never be forgotten. She is the symbol of how women are treated in Arizona.

A copy of this in-depth report by Paul Rubin should be provided to every state legislator AND Governor Jan Brewer. It should be accompanied by readers' comments, so many of which are from people who are insiders of the Correction Officers system. Big policy changes are needed to provide mental health facilities for mentally ill prisoners. The conditions described in this account sound like something out of the Dark Ages.

We have a house of young men in our neighborhood. They seem normal but they don't and they don't mix. The other young men of the neighborhood cannot figure it out. They say that somehow they aren't all there. That could be anything. As always, their Civil Rights are more important than ours.

Thank you AND, ZONABILL, remember that "mental illness" is a catch all phrase used to marginalize people legally when it is not always accurate or in the least bit true. So statistics show that the US has a huge "mental ill" population compared to the rest of the planet but many of those people are not mentally ill at all. Some are 911 First Responders who are classified as "mentally ill" because the government does not want to pay for their medical care. Lots of people are classified as mentally ill after they have been a victim of medical malpractice. It is a useful term because the doctor labels their victim as mentally ill and then the hope is that nobody believes the patient's claims unless they are deadly. If the patient has no family with money to autopsy the doctor is off scot free. Whistleblowers are marginalized as mentally ill or pedophiles, preferably before they publish their material, if their information is on their PC it is very convenient to "find," "trace," (place) child porn on it so that the computer and all of the whistle blowing information can be confiscated by law enforcement. If the convenient computer confiscation cannot be performed, "mental illness" is useful unless the situation is so volatile that murder is necessary or perhaps it is just because some people like the thoroughness of murder as there is no recuperating from that as can be done from "mental illness." Then of course the dangerous person can be marginalized as "mentally ill" and then misplaced in prison environment and conveniently "murdered" by cellmate. Oh let me count the ways . . . . . to dispatch with inconvenient truths, and inconvenient truth speakers.
So you would have society choose to simply murder anyone marginalized as "mentally ill?" Wow. Talk about stigmatizing a condition. Nobody will ever admit to it. Nobody will ever seek help and we will have many unemployed therapist types. That is really really bad for the economy.

Yes that was something I learned by working there. Lots of people resort to petty crime just to survive because their brains don't function in a manner that makes them employable. Rx won't fix them either. Prior to that I was ignorant to understanding that some people's brains are truly crippled and just because they can converse and seem intelligent does not mean they are employable.

Yes and no. This truthfulness that we share here anonymously can cost us more than our jobs. I think people are aware and I don't think they care a bit. My co-workers considered them not even as humans. Yes, I watched an inmate writhing in pain on the ground in front of everybody - losing all power and status, being very vulnerable, and the medical staff thought the inmate was just trying to get out of work for the day and refused to treat which was totally inconsistent with that particular inmates' MO as a bully with a harem for starters. No - it was acute appendicitis. Fortunately caught in time and fortunately that individual did live.
And for those that want to call CO's "meathead rejects." These people risk their lives for a shit wage everyday. I don't know current status but at the time I worked at DOC guards were getting stabbed with dirty needles all the time and the precedent had been set by a CA case where the guard died of Aids as a result. The wife and kids sued the state for retirement benefits just so they could make ends meet but they lost, the determination being that the CO knew the risks when he took the job. Too effing bad. Starve. So to find the caliber employee of those speaking here tells you just how bad the job market is because really, who wants that risk and that daily negativity?
Working for DOC can grind you down to nothing so CO's need to shutdown in a way just to survive it. Plus alot of the inmates are always playing you for what they can get. It is a constant cat and mouse game going on and it gets wearisome. So the job has a way of turning you into a "meathead reject" just to survive it.

The part of having up to 4 inmates inside these cells is true. This is why these detention units were so prone to violence and suicides. Not designed for such high occupancy, the staff hands are tied in order to keep them fed, showered, rec, escorts to and from medical or mental health etc and no help on shift to do it. Short cuts happen and things go bump in the middle of the night with nobody seeing or hearing anything.. until they find the body.. Shameful practices but condoned by the top although on paper, they deny knowledge of such practices. Some units designed for 40 hold 110 and some designed for 80 hold more than 120 at times. Not how we follow policy but the truth hurts. I can see more CO's standing up for what they know is not right for them to endure and get punished for as the blame runs downhill quickly and stops at them eventually and usually within 5 days.

Or how the Complex Warden Tara Diaz is sleeping with her underling's but is married to Major Diaz from aonther complex. America has become a celebrity obsessed culture. We worship the Gods of Business and Finance, Jobs and Gates and so on. We worship the Gods of Sports. We worship the Gods of Music and Film. We worship the Gods of Law Enforcement such as Arpiao and others. These people are given a highly disproportionate percentage of wealth and power and liberty/privilege when compared to their actual contribution and value to society. We give them money, power and turn a relatively blind eye to transgressions that would earn lesser people scorn and even time in these prisons that are the subject of this article. Not bitter. It has happened before but in this case, they just didn't follow policy and pay attention to detail and somebody died. There are many sadistic DOC employees who had bad mentors, evil role models and spend most of their time "screwing with" prisoners. It happens so often, it has become a way of doing business in the DOC.. The culture is evil and wicked and its starts at the top.. Trust me, when you examine the leadership you will see who walks with the devil and who don't.. The good ones are never heard from cause the bad ones dominate the turf. @99 Custom - We all have a conscience and we all act upon those thoughts every now and then whether one agrees or disagrees, those are human tendencies that prompt controversy or agreement in thoughts and ideas. Facts are difficult things to describe under the banner of controversy as it puts an individual out there on a limb because their thoughts are different than others.
Facts are considered to be non-essential inside a prison as many take the place as "it is what it is' and don't deplore those conditions that exist within such a place. Rather the opposite occurs as they accept it as a manner of normalcy that is never questioned. Breaking away from such customs and traditions are met with relentless spite and anger by many peers or former co-workers who have decided to accept the world they work and live in as being unchangeable and thus go with the flow. You will become a disgruntled employee, a whistleblower or a bad employee who is trying to get even with the system.
Fact is, none of these are true but rather than fighting such a stigma, one must maintain focus on the purpose of such thoughts. Thank you for speaking out on those inferences you feel contribute to poor correctional practices.. Now that you have taken the first public step to breakaway from the dreaded code of silence encourage your fellow officers to do the same and stand up for decency and honor while there is still time.
There are still pockets of decent officers there who still take their jobs seriously. Now is the time for all good DOC officers to step out of the shadows and speak out on this matter and others that make working in the DOC so stressful and difficult. Your comments are noted and I too feel there are too many people getting away with slacking and putting the burden on those who still care about doing a decent job in the DOC. It seems like the administration wants it run that way so they can blame somebody and remain clean.

I can't help but wonder if some sadistic DOC employee was trying to screw with either of these two prisoners by putting them together. Obviously neither one wanted to be in that tiny cell, and what ended up happening could put a smile on some evil person's face if they decided for some reason they hated either one of the prisoners.

As a COII of Lewis of 5+ years let me tell this happens all the time. The descions are made by the LT"S up at Complex (they run all the different yards on each unit). I know who messed this one up, but it's too late. The bottom line is I work in the biggest good ole boy system there is. If sleep with you boss you won't get in any trouble. The only true thing that is going to save our system is privatization. We need to weed out all these lazy officers, who work 64 hours a week and collet $30 an hour in overtime to sleep in a control room on taxpayer money. I swear to go it happens evrey day and night. This is why so many people diagnosed with a serious mental illness are too ashamed to admit to loved ones they feel like social outcasts, rejects, they feel they will never fit into society. With public awareness brought out through this issue perhaps now our young people will not fear the shame of seeking help for their mental health needs. .AZ DOC has some serious explaining to do-people with mental illness should ALL get the help they need, our prison's are filled with so many people who just never got the help they needed..alot of the people who are incarcerated have mental health issues and they were all a child at one time, how sad that no one noticed they needed help, how sad that people judged them as "bad seeds" before they took the time to understand them.

Rosalie I am quite saddened that you feel that I am patronizing you, but these are just my opinions and I read how you are feeling, but Shannon Palmer was mentally-ill he did not deserve to be visiously murdered. And I am truly sorry for your tragic loss too and I truly mean that from the bottom of my heart. I know how awful it is to loose someone so dear, the horrible tragedy will live with you everyday of your life and for that I am deeply saddened. We must always learn lessons whether it be in forgiveness so the anger will not engulf us so that we do not become bitter and angry, we must try to bring out goodness out of such an awful tragedy, all we want is to have people that are truly mentally-ill to get treatment whether it be in or outside of prison, but prison is no place for someone so mentally-ill. So please do not misunderstand our intentions we want to help all the way around. Sometimes when I become filled with anger and rage I just remember when Jesus Christ was hanging on the the cross and said"Lord forgive them for they no not what they do" When I remember this I began to fill my heart with peace and love for all, because in the end that's all we have. What a waste.... Of money. Why do we spend so much on housing those that will never be fit to live in our society?
If a dog habitually bites we put it to sleep. Most also put to sleep other animals that have significant health problems.
Personnally, I don't see any differance between our mentally ill and the above mentioned examples. Perhaps the best thing for everyone would be to "put them to sleep".
If someone chooses to do meth and be a drain on society then nighty night.
We need to stop wasting our resources trying to fix the forever broken and simply put down these sub humans for the good of society. This should include all gang bangers, drug addicts, sexual pervarts, etc.
We don't need prisons, just Potters fields!

The one thing I do know it is about mental illness as I said before I have a son with mental illness and autism and to Tourette's among other diagnoses, I also have my oldest daughter who is schizophrenic so I know all about the voices the suicide attempts the self-mutilation were she has scars all over her body and where she lives in her nightmare world. So don't preach to me, we've been through hell but never once has she broken a law, yes the police have had to come out so many times I can't even remember the count. Peggy Plews and David Hope want people that are mentally ill to be put in a more appropriate setting well how the hell do they expect that to happen and when there is no money anyways and you really think the government gives a damn. Do you really think the public gives a damn. Yes it is sad but they don't care because they've committed a crime and I included feel they deserve to be in jail if what they have done is not related to their mental illness. How many times must I say that. One more time if it's not related to their mental illness then they need to be in jail. Yes we all know that the governor has a son with a mental illness who is in the Arizona state hospital for the last 20 years which some people think maybe illegal because that is institutionalizing someone. My deepest sympathies on the loss of your mother, but one needs to understand what true mental illnes is when someone slips into a deep delusional state of mind in which there are so many voices contstantly commanding a individual to harm themselves, and the only way a person can cope is to either self medicate onself or committ suicide to be free of the voices, because it too unbearable to stand or self mutilate onself, please understand that Peggy Plews and David's Hope are not trying to have the mentally-ill not be held accountable for their crimes just to be placed in a more appropriate setting, Gov. Brewer has a son in the state hospital that committed a sexual assult and kidnapping, but instead of being sent to prison was sent to the az state hospital for the last 20 yrs. This is what we want for the seriously mentally-ill, Justice for all!!!

The real danger is that not all the disenfranchised mentally ill being left without resources are living in jails or prisons. Not all of them are drooling little CASSlings. Far more of them are in houses and apartments in your neighborhoods. People like me who sit in our dark little caves with our dark little thoughts, only kept mildly at bay from the rest of the sheep by a thin veneer of helpers that are rapidly disappearing with each new budget cut. I sit in classrooms four days a week, work a job five days a week, but most of them are in the dark about what I really think and what I have done. Not all if us who harm get punished, and the ones that don't become more and more dangerous. Loughner was not the only local bobblehead polishing his gun and thinking of using it. Maybe you sad little norms should think about what would happen if all of us with the SMI label got cut loose at once with nary a med or service to stabilize us and quit pretending it can't happen in your neighborhood. The fact is, we are in all neighborhoods and when our supports fail we can make some rather large messes. Cmon New Times, have some real balls and do some insightful stories on the number of dangerously mentally ill people running unchecked in society and maybe some changes will happen so that fewer end up in prisons to kill or be killed. Neither of these men should have been in jail, one was schizophrenic and the other suffered command delusions that led him to violence.

Silent Killers – Deliberate Indifference and Poor Correctional Practices -In my reading the executive summary of a nationally published health care study sponsored by Vitalsmarts LC, inside healthcare facilities I became aware that their problems can also be applied to the prison setting. There are approximately 7 sins / categories where prison professionals engaged in issues that were either deliberately performed or influenced by peer pressure or the work place culture.
The study revealed broken rules, lack of support, mistakes, incompetence, poor teamwork, disrespect and micromanagement as issues in the workplace. According to many who work inside the prisons, it is time for a change immediately. This study reflects identical findings that may contribute to avoidable errors and other chronic problems in prisons.
Specifically, prison administrators are asking nurses and doctors treating the communicable diseased inmates and the mentally ill in a manner where they are risking their licenses by engaging in what may be inferred as poor care or even lack of care for those unable to care for themselves. One must ask or wonder if nurses or doctors employed by the state correctional facilities as medical providers can lose their medical license due to things like negligence of patient care, deliberately performing outside your scope of practice or employment and other deceptive conduct. Another aspect of this study is the fact that most correctional facilities do not comply with their own policies. They are directing, condoning or allowing correctional staff to shortcut of pertinent policies and procedures without taking into considerations the severe impact those shortcuts or policy violations may have..
Not talking about making mistakes or human errors, as they happen. We are talking about the measured [risk taking] omission of addressing deliberate flaws in the system that directly impact their inability to do their jobs creating an atmosphere of deliberate indifference for the population and enormous stress for correctional staff. By doing this, they are hoping to beat the odds and get the job done anyways and willing to take the shortfall as a calculated risk.
The inconsistencies between this medical study and how prisons are administrated are stunning and deliver the message that work there inside the prisons illustrates the importance of providing a safe culture [e.g. blameless culture] in the workplace so more can be done about correcting the problems and changing the work culture through open communication and training. The relevance of OSHA and other applicable safety standards in the workplace should be recognized and followed.

The State of Arizona and the Department of corrections, the warden of the Lewis facility, the deputy warden of that particular unit and every one of the babysitters/guards who had any contact in the incident should be made to pay every penny they have, for their major screw-up that cost a mentally ill individual his life

It is not until you have a loved one in the same position as Shannon Palmer and our BelovedTony that one cannot see how extremely broken the system truly is beganing in the county attorney's office it is quite unfortunate that under the reign of Andrew Thomas the prison population exploded, they the prosecutors that prosecuted the mentally-ill like shannon palmer and countless others should feel ashamed and guilty by prosecuting someone so severally ill and sending them off to prison; sending them to the "Wolves" especiacially the mentally-ill that never had a criminal history. Do not Attorney's take an oathe to uphold our constitution pursue JUSTICE?; so you see there is enough change that needs to occur, starting withn the county attorney's office, that is why it so essential that we work with Rep. Ash for sentencing reform and with David's Hope for a mental health court. We have a honorable man now in the county attorny's office that is trying to do the right thing he should be commended on his job; trying to clean up the mess that Andrew Thomas left behind, the many injustices that were done under the reign of Andrew Thomas. Flooding our prisons with the wharehousing the mentally-ill in our prisons, not understanding what it is to treat them, and provide them any basic care. These prosecutors that prosecuted cases like Shannon Palmer's will have to live with their consious the rest of their lives that they sent a vulnerable individual to death. Maybe now these prosecutors will look at each case individual and try to obtain JUSTICE for all not just double year prison sentences, for each mentally-ill inmate that is sent to prison we the taxpayers pay approx. 26,000 per year just to house them, our education took a lsrge budget cut we donot allow our education this amount of money tnis is so appalling. The prisons have 40,000 inmates so just do the mathematics, it is a multi billion dollars. Such a tragedy; so please support David's Hope and the work that they are trying to do to help change this broken system. Perhaps now the public will become educated to the culture of indifference and neglegence of the mentally-ill.

Yes, the man in the shadows................... and runs the agency in proxy........ If Arizonians knew this was true they would perhaps resist the idea that we have a de facto director in someone else not confirmed by the legislature and most certainly not appointed by the governor in that position. One must wonder who in our state goverrnment has sanctioned this relationship in the darkness. One should look closely at those who support private prisons and collect kickbacks from inmate labor, vendor contracts and bed rent fees. Not to mention stockes and bond etc. that makes them financially rich on the concept of prisons for profit. Governor Brewer can do this state a great service by overhauling the prison administration and get people who will ensure two things: ethical conduct and transparency no matter how bad it is and compliance with policies now being ignored and costing us human lives and risk mangement funds.

There were six sitting and recently departed legislators convicted in the "Polar Pen" investigation that began with attempts to locate an immensely expensive for-profit prison there. Some convictions were overturned by Supreme Court decisions that limited the government's ability to bring corruption prosecutions.
There are many reasonable legislators in Alaska, though moderate Republicans are becoming a dying breed. If you examine the record of many, such as Les Gary, Max Gruenberg, Sharon Cissna, Beth Kertulla and Johnny Ellis, you would be hard put to find anything to complain about.
