Normally, we never say this about the bureaucracy, but call first — you'll get a human being who'll make sure everything's in place before you show up in person. When you do, and you have to take a number, don't despair. Just turn off your phone and enjoy a few minutes of serenity; they'll be with you in no time. And there's a free parking lot!
