Never mind that he's no water issues expert.
Or that he was fired in the spring of 2011 as the executive director of the Arizona Republican party.

The racy photo of him getting a simulated blowjob while dressed as Captain America, the allegation that he tried to sell the endorsement of Maricopa Sheriff Joe Arpaio to a Goodyear City Council candidate, a stalking complaint by a woman who found him "creepy," and, of course, his ignominious arrest after being caught by a speed camera for going 109 mph on the Loop 101 in his bitchin' Mustang.
Mecum has been a political consultant and behind-the-scenes guy at the GOP, and this would be his first foray into the other side of politics. So why does Mecum think he'd be a good choice as one of the 15 members of the water board, which manages affairs of the Central Arizona Project canal?
We reached Mecum on the phone a couple of weeks ago, and he told us to e-mail him with our questions. We did. He never got back to us.
