Daniel Garcia, the new Phoenix police chief sworn in yesterday, promises to bring "love" to the department.

Garcia's a former assistant police chief from the Dallas Police Department. He's a 30-year police veteran and speaks Spanish.

Yesterday, he told the news media: "I promise you... I will take the love I have for the Dallas Police Department and transfer it right over to the Phoenix Police Department."

Everybody needs some love. But will Garcia deliver?

His predecessor, Jack Harris, presided over a department that saw its share of corruption scandals. Harris left following criticism over bogus kidnapping statistics and, like Maricopa County Sheriff Joe Arpaio, led a sex-crimes team to failure.
