Convicted rapist Edward Hartley, by his own account, has a small penis. It's so small, in fact, that he whipped it out in front of a 13-year-old girl he found at a bus stop to reassure her that if the two were to have sex, he wouldn't hurt her.
He also offered to pay her $400 -- in bills that turned out to be counterfeit -- for sex.
According to court records obtained by New Times, last month, Hartley approached the 13-year-old victim as she was waiting at a bus stop with a 14-year-old female friend.
The two told Hartley that they were runaways. He then offered the girls a ride.
Hartley drove the two girls to a Days Inn motel in Phoenix and bought the girls a room. Then he offered them $400 for sex, which is when he pulled out his (apparently) tiny penis, assuring them that it was too small to hurt them.
The desperate teens took the bait. They each told police they had sex with Hartley in the motel room, while in the same bed.
Hartley then left the girls four counterfeit $100 bills and assured them that he would pay for them to keep the room for the next two weeks.
Once the girls realized the bills were counterfeit, they went to the front desk of the motel to ask if their room was paid for, which, of course, it wasn't -- and Hartley was long gone.
That's when the girls called police.
Hartley, who's been convicted of at least six prior sex crimes -- including pleading guilty to rape -- used his New York state ID to rent the motel room, so it wasn't long before he was tracked down by Phoenix sex crimes detectives at his home on West Saguaro Lane in Surprise.
Hartley claims the girls told him they were 18 and 19 years old. He admitted to performing oral sex on the 14-year-old as he masturbated, but didn't admit to having intercourse with either of the girls.
Hartley was booked on three counts of public sexual indecency, one count each of child molestation and sexual abuse, and two counts each of prostitution with a minor under the age of 15.
