Fresh off giving testimony in the racial-profiling trial against him and his office, Arpaio was doing whatever it is that's pictured above, apparently some sort of event that benefits the MCSO Animal Safe Haven -- which qualifies him for another appearance in New Times' You Write the Caption contest.
