Tiberias Foster, a 22-year-old Tempe man, is a slippery character -- he managed to get away from Tempe police officers three times yesterday before he was found hiding in a bush at an apartment complex by a police K-9.

What did Foster allegedly do to warrant so much attention from police? For starters, he was caught masturbating in an apartment complex's clubhouse, and in an incident last month, he whipped out his penis in front of a library employee.

According to the Tempe Police Department, Foster was arrested yesterday after he was found masturbating at an apartment complex in the 1500 block of East Southern Avenue in Tempe.

Foster ran from police and got away. He was located a second time, but managed to slip away again.

Foster was located by police a third time, and that was the end of the road for the alleged public masturbator.

Officers tracked Foster to another apartment complex, this one at 1325 East Broadway Road, but couldn't find him. The cops set up a perimeter and released a police dog, which found Foster hiding in bush.

Following his arrest, police were able to identify him as the same guy who whipped it out in front of the library employee.

The Tempe PD is not releasing Fosters' photo yet because they suspect he may be involved in other similar incidents and are conducting photo lineups with victims.

Tempe police spokesman Steve Carbajal tells New Times a photo will be released shortly, so check back for updates.
