If you travel to the area, you'll see thousands and thousands of big black bags, stacked in long rows two or three high along the road, or in enormous depositories closer to the shoreline. Thousands of laborers shovel all sorts of contaminated debris — soil, branches, bicycles, trash — into them, though there is no long-term plan for what to do with the waste.
