Stephen Strange should teach a class in time management. Not only does the local freakazoid co-produce the hilariously whacked Television Noir, but he also performs with the Strange Family Circus, raises his two daughters, and organizes the Phoenix Annual Parade of the Arts (a.k.a. PAPA).

And he does it well, as the parade is one of the highlights of the Halloween season. A slew of costumed musicians, performers, and all-around weirdo types participate in the “mobile arts fair,” creating a bazaar of the bizarre. This year’s parade starts on Fifth Street between Roosevelt and Garfield and is part of The Happening @ Copper Square, which also features the Downtown Phoenix Loft and Home Tour, a street expo filled with vendors and live entertainment, and the Downtown Phoenix Pub Crawl.
