4 new restaurants announced for former Paradise Valley Mall

Four new restaurants, including the second location of the popular Scottsdale eatery Cala, will join the growing lineup of restaurants on the 100-acre redevelopment of the former Paradise Valley Mall.

In addition to the Mediterranean restaurant, diners will have Gilbert bakery Too Sweet Cakes, Dallas-born Velvet Taco and the upscale Indianapolis grill Harry & Izzy’s to choose from in 2026.

These restaurants are part of an expanding roster of more than a dozen new dining options in and around PV, the name of the former mall site located near the corner of Cactus Road and Tatum Boulevard in north Phoenix. The area boasts shops, apartments and office space in addition to this array of homegrown and imported drinking and dining options.

“We’re really focused on bringing the best of class,” RED Development executive vice president Mike Kallner says of their approach to curating PV’s restaurants.

Cala

This upscale eatery opened its first location inside Senna House Hotel Scottsdale in 2022. Cala, from the hospitality group Clive Collective, is headlined by homegrown chef and Food Network regular Beau MacMillan.

Though the chef initially quipped they were going to open a “Mediterranean corndog joint” at this second location during a tour of PV on Wednesday, MacMillan says they will amp up the menu, which currently features housemade pastas, pizza and entrees, while continuing to carry through the fresh, vibrant flavors of coastal Europe.

“This gives us the opportunity to take Cala to a new space with a little bit of a (more) mature diner, I think, and elevate our product,” MacMillan says.

The 6,5000-square-foot restaurant is anticipated to open in 2026 just west of Blanco Reserva Cocina + Cantina.

Harry & Izzy’s

The Midwest American grill Harry & Izzy’s is set to open along the northeast corner of PV’s park, a greenspace that features live music and events and is bordered to the west by Blanco. Harry & Izzy’s is a sister restaurant to St. Elmo’s Steak House, an institution in Indianapolis since 1902 that has garnered broad acclaim. The PV restaurant will be the Huse Culinary group’s first restaurant outside of Indiana.

CEO Craig Huse describes Harry & Izzy’s as “a blend of grill and steakhouse” that includes St. Elmo’s staples such as its shrimp cocktail and steaks along with burgers and pizzas.

The restaurant building will be about 9,000 square feet and Huse anticipates Harry & Izzy’s will open in the second quarter of 2026.

Too Sweet Cakes

Too Sweet Cakes owner Shelbi Geyer launched the bakery in 2017 in Bend, Oregon, before arriving in Arizona. The bakery has a shop in Gilbert, a spot in Phoenix where people can pick up goods to-go and two locations in Oregon. The menu includes sweet and savory treats, as well as gluten-free and vegan options.

The bakery’s “claim to fame” is its cronuts, which take three days to make and have 100 layers of pastry, Geyer says. The 1,700-square-foot bakery will feature a walk-up window for coffee. Inside, guests will be able to watch the team decorate cakes while they order pastries, breakfast sandwiches and other bites.

Geyer anticipates Too Sweet Cakes will open just north of Cala in the second quarter of 2026.

RED Development

Velvet Taco

The first Arizona location of the fast-casual, Dallas-born Velvet Taco opened in Old Town Scottsdale in November. The restaurant serves tacos that are inspired by global dishes, such as chicken tikka masala and cubano sandwiches. Its second Valley location will be just under 2,000 square feet and is anticipated to open at PV in 2026.

The four new spots join 11 other restaurants, bars and food businesses that have or will open in and around PV. And with this latest announcement, Kallner says the developer still isn’t done stocking PV with restaurants. He teases that the team is “actively involved in pursuing” a seafood-focused restaurant and breakfast joint to be part of the Cactus Road development's menu of options.
