Roosevelt Row Chile Pepper Festival

In the midst of a four-block blackout, some brave Phoenicians endured the steady drizzle-to-downpour rain to enjoy the Roosevelt Row Chile Pepper Festival. While about a third of the participating restaurants either had to pack up early or couldn't show up at all due to the weather, the ones who stayed did their best to keep guests happy and full of chile-centric dishes.
