The unusual city park was built above the I-10 tunnel between downtown and uptown, a rare Phoenix instance of nature over traffic — in this case, literally. On-site: the Japanese Tea House and Friendship Garden, a half-acre co-creation of the City of Phoenix and its sister city of Himeji, Japan.
